Adelaida (Adele) Jasperse, JD, MBE, is a Capstone Seminar Leader within the Center for Bioethics at Harvard Medical School. She earned her Master of Bioethics from Harvard Medical School, a Juris Doctor from Western New England University School of Law, and a bachelors of laws from the Faculty of Law, University of Tirana, Albania. She serves as an attorney at the Massachusetts Executive Office of Health and Human Services (EOHHS), where she provides legal counsel to EOHHS and its constituent agencies on data privacy and security. Her expertise, though expansive, prominently encompasses the Privacy Act of 1974, Computer Matching and Privacy Protection Act, HIPAA Privacy and Security Rules, 42 CFR Part 2, Medicaid confidentiality regulations, state privacy and security regulations, and third party data agreements—all instrumental in protecting the personal information of Massachusetts residents. Adele devoted nearly a decade to appellate advocacy in the public sector before assuming her current role. She is the co-president of the Albanian American Bar Association. Her steadfast commitment to the public sector distinguished her as one of the recipients of the 2017 Manuel Carballo Governor’s Group Recognition Award for Excellence. Adele’s current research projects and interests include governance, ethical, legal, and social implications of digital innovations and technologies, as well as their impact on the public sector and society at large.
